Whichever variation of summoning might have been used to summon the seven WoLs, it didn't make much sense to me that he could summon & return them in such a short period of time based on the established limits of Exarch's summoning technique. Meanwhile, sending back our WoL (flesh + soul) requires significant help from the Crystal Tower while sending the Scions (soul only) is, for the moment, impossible. So, the Exarch suddenly summons seven WoL's and conveniently sends them packing afterwards.
